FACILITATING ACCESS TO SVETN VIDEO CLASSROOMS

PART I: MEMBERSHIP ACCESS AND SCHEDULING

Statement of Underlying Philosophy. The Network's resources are available to all Members. Subject to the following guidelines, each Member will endeavor to facilitate the reasonable and timely request of another to provide access to buildings and rooms. One member will not charge another for access to classrooms. However revenues may be collected by the Network from Non-member users to offset the costs of service.



Weekdays, 7:00 a.m. until 3:30 p.m., is understood to be public school time. Schools will have first priority access to network lines and classrooms during this time block. Uses include:

    1. classes for credit;
    2. teachers meetings, including in-service professional development;
    3. in-school activities arranged by schools including civic, cultural and outreach events.

Weekdays between 3:30 p.m. until 10:00 p.m., it is understood that priority use of network lines and classrooms rests with colleges and universities, hereinafter Colleges. Uses include:

    1. classes for credit or non-credit;
    2. meetings;
    3. student recruitment and orientation;
    4. cultural and civic events (including those open to the public).

1. TEACHER IN-SERVICE.

Teacher in-service for credit offered in conjunction with a College is understood to be a College use; teacher in-service without credit is understood to be a School teachers meeting.

2. SPECIAL EVENTS.

A Special Event is a one-time use of network resources by either a College or Non-member intended to take place in Schools, or an activity by Schools or a Non-member intended to take place in a College. Special events may not be announced nor may participant be recruited without prior schedule authorization from both the network administrator and the appropriate School or College representative. Whenever possible, consent from both parties should be obtained in advance writing. As a general rule, weeknights after 10 p.m., mornings prior to 7 a.m., Saturdays, and Sundays are available on a first come first serve basis with priority to SVETN Members. Special Events, as well as School and College activities, should be scheduled in advance with prior consent of the network administrator and the authorized representative.

3. NON-MEMBER USERS.

Non-member users are encouraged, but as a general rule are secondary to uses by member Schools or Colleges. Such uses will be cleared in advance by the network administrator and the Authorized Representative of the appropriate College(s) and/or School(s). Uses may include, but are not limited to:

    1. meetings, public or private;
    2. civic and cultural events;
    3. training for business and industry, whether or not instruction is provided by SVETN Members

4. AUTHORIZED REPRESENTATIVE.

Each School or College will designate an individual to represent his or her classroom on matters related to access. Request for classroom use will be directed to this Authorized Representative.

5. BUILDING FACILITATOR.

The building facilitator will be responsible for maintaining the technical aspects of an individual site and assisting the SVETN technician as needed. The authorized representative and building facilitator positions may be held by one person to be determined by each local site.

6. SITE FACILITATOR.

Members using the network will designate or provide a knowledgeable person as the Member's representative to proctor or facilitate each use of every classroom during, and immediately before and after a class or event.
    1. This requirement does not preclude designating a member of the class as the designated representative;

    2. The Member's Site Facilitator should be sufficiently qualified and knowledgeable to make settings adjustments in the equipment at his or her respective site, if requested by the instructor or other authority;

    3. The Network will supply the Site Facilitator for Non-member Special Events, however whenever possible such individual will be an employee or otherwise locally connected to the site he or she will monitor.

The unlawful possession, use, or distribution of illicit drugs or alcohol on the premises of any SVETN Member classroom is prohibited. This policy is required by the 1989 amendments to the Drug Free School and Communities Act, P. L. 102-226 and shall be adhered to by all SVETN Members employees, guests, and students.

PART II. REVENUES, FEES, AND COST SHARING

 

A

The viability of the network depends on sharing rooms and faculty with minimal exchange of payments.

 

 

 

 

B

 

The preferred compensation for classroom use and instructional time provided by a faculty member at institution "A" would be the reciprocal sharing of an approximately equal amount of classroom use and a faculty member's time teaching a different course from institution "B."

AS A GENERAL RULE

Tuition and fees assessed in conjunction with College courses generally offset instructional costs and there is no expectation of payment to the Network or its members.


 

D

 

 

A Member may, by mutual consent, pay another for special services associated with a specific course or Special Event where it can be shown that there were extra requirements for such things as office services, FAX communications, afterhours building security, parking or traffic control, food services, unusual janitorial demands, or there occurred destruction of property.

The Network may, at its discretion, pay a Site Facilitator engaged for an income-producing Special Event.

 

 

F

 

 

Network will compensate Member sites for direct costs associated with providing services to Non-members, provided income is generated from the activity or event with any excess applied to Network administration.

PART III: NON-MEMBER USE GUIDELINES



Non-members may use SVETN resources whenever they are available. Inasmuch as the interactive video classrooms represent a potent resource for economic and community development SVETN should, in fact, encourage use by non-members. Price quotes, negotiations, scheduling, and invoicing must be handled by the Executive Director's office.


A

The pricing structure shall be as follows:


  1. Basic Service
    Local government, community service, religious, labor union, and other non-profit groups of all kinds conducting conference, meetings or training at no charge to the participants: $25 per site, per event.


  2. Box Office
    Use by any of the above and others such as non-member schools, colleges, businesses, and professional societies conducting conferences, meetings, or training for which a fee is charged to the participants: $50 per site, per event.

  3. Business Use
    Use of the network's resources for proprietary conferences, meetings, or training conducted by a for-profit enterprise exclusively for its employees and /or customers: $100 per site, per event.

Prior to granting use, SVETN will expect to conduct a training event at one representative site for the user(s) of the fiber optic rooms and for which the user(s) will be charged for one site, one our. Training will be waived for experienced users at the discretion of the Executive Director.

 

C

 Users may purchase from SVETN the services of one or more on-site facilitators to support their technical requirements full time throughout their event. The minimum charge for this service will be $25 per hour and SVETN may at its discretion engage independent contractors to perform the work.

 

D

All revenue collected will be dispersed to the participating colleges and schools at the rate of $20 per site, per event, to off-set direct costs such as employee overtime. This disbursement will be made annually in the month of July.

 

E

The portion of the revenue not dispersed will be held in reserve for specific allocation by the Board of Directors.
